What is the best way to apply effects to video?

There is a video on which you need to apply some effects. Reason suggests that it would be easier and more correct to do this with ae (video editor), but unfortunately I don’t know how to use them.
From here there are only two options left -
1. draw the effect on the canvas and place it on top of the video with an overlay.
2. draw the effect with css and also place it on top of the video with an overlay.
How will it be more productive?

If you do not know how to use a shovel, this does not mean that you need to dig with a shovel ....
Watch a couple of lessons on YouTube or order an editing in some video office.
