What is the best way to adapt the typography on the site?

There is a layout in Photoshop made for the PC version. First I made it for the desktop, now I adapted it, but the font sizes in this version are too large for phones. What is the best way to choose font sizes, so as not to break the design, and so that the convenience for mobile screens is also preserved?

ps: the customer does not have access to the designer.

There is an option to set fonts using vw units and the clamp function.

How is it better to adjust the font sizes in such cases.

There is no universal "correct".
In some situations, on a mobile phone, in general, the font needs to be increased, not reduced.
In other situations, the block itself is rebuilt so that the font can be left the same.
Somewhere hiding part of the text.
There are a lot of options.
See how they do it on other sites, in other layouts, where it is convenient, where it is not convenient. If you have access to other sites' statistics, that's great. Gradually, your horizons will expand and you will be able to independently offer something to the client or simply make decisions.
