What is the best visual editor to use for the average administrator? I'm currently looking at summernote.org and vuejs.org/examples For the latter - I like the Markdown Editor, but will it be comfortable for most users?

Depends on the users who will administer (website?).
In general, the entry threshold for the first option is much lower than for the second ... So if there is a potential danger of mass untrained users, then the first of these two is better. I would test the options of 5 different viswigs on users and would choose based on this. Average administrators are different for everyone =)
