What is the best virtual machine on windows server 2008r2 to use for DC?

I want to install a virtual machine on ws2008r2 and already install ws 2019 with a Domain Controller on it, and the question is which virtual machine to use?

Or a suggestion on how best to implement this?

PS I would like to be able to transfer, and therefore I want to do it on a virtual machine

The best hypervisor is the one you know how to use. If performance is important, then I would look towards ESXi, Linux + KVM (including Proxmox), Xen, if convenience is of interest, then VirtualBox, Hyper-V, VmWare

Then why 2008 R2? Download free Windows Server Hyper-V and install it there.
