What is the best tool for creating svg animation?

Tell me which tool is more convenient and easier to draw svg animation.
I tried using adobe animate. But it generates a file and a bunch of scripts go to it.
And I would like to learn purely so that in the end I only get an svg file.
If there are no programs for drawing or it is more efficient to write code with pens, how to form shapes.
I would like to learn how to draw animation from dots and a drawn line.

There are complex animations
where they try to revive something that cannot be done in the native SMIL animation technique and then they use all sorts of tricks like Draw in a Chandelier and save it as AI and open it in Adobe After Effects in which Bodymovin is pre-installed and it generates already just a json file where we can get these animations
at the output. If it’s just Smil, then it’s not worth it to strain too much, just to have the same number of points and these points evenly where to shove them, as a rule, the usual Inkscape
is enough until the time
there is AnimeJs which also does a good job
, there are also a lot of js plugins that do animation ..
there are a lot of examples and lessons on youtube on any technology
. There are also communities like Toster and stackoverlow (I recommend the English-speaking community) where there are enthusiasts who are ready to tell what and how to click so that this bun will work.
