What is the best server-side solution to change the database using sql queries for the controller (rs232 or rs485 communication)?

Desired good price/ease of setup ratio.
And most importantly, the ability to connect the controller to this database (OWEN PLC110)
There will be about 8000 id in the database and about 7-10 parameters for each id.
For example: ID 54 | Weight 450 | Age 14 | Blood test +
