What is the best responsive layout?

Hey!
You know, I didn't like the bootstrap elastic band out of the box., I still have to redo and finish everything. I, knessn, do not know this framework well, but still no.

On a computer, it all looks quite fashionable, but how can I use sites from smartphones? Do I really have to consider extra non-rubber icons and sliders, stupidly reduced to my resolution?
Whether it's Yandex (and a thousand more sites that target normal people.)

You also don't know meta viewport very well....

In my opinion, Yandex does not have an entirely adaptive layout, but a theme-switcher.
That is, depending on the device, the theme changes.
Ask specific questions, not:
"How to scale the site more correctly?
In general, how to do it, like Yandex?"

media queries and implementation option (mobile first or vice versa, and depending on this, adapt to small and large screens, then just adapt)

When you do learn how to do it right - then you will understand that bootstrap is a very good solution. In the meantime - learn to typeset, fill bumps
