What is the best operator-tariff for a navigator and a summer residence?

The navigator doesn’t pump much (traffic jams mostly), but for summer cottages you need anlim or cheap traffic (it’s supposed to be at least 15 GB per month, I think to hang up ip-cameras).
For a long time I was not interested in the current tariffs of cellular operators on the Internet. And then Yota came to life. Tell me, please:
1) Is there anyone else now besides MTS, Beeline, Megafon and Yota?
2) Tell me the most favorable rates, please.
3) In addition to the coverage area, what else is worth paying attention to?

It all depends on the coverage area. I use Yota. Sometimes I traveled 100 km from Moscow and even caught 4G there.
