What is the best icon to use?
In Russian and Western mathematics, proportionality is often denoted by two completely different signs (~ and ∝, respectively). Which one do you think is better to use and why?
I like the first (~) because of habit and unambiguous perception in the text, but I know another great use for it. The second one (∝) is "standard", but it is very poorly distinguishable in the text, the eye tends to draw it up to ∞.

The tilde (~) is also used to indicate geometric similarity and a few other things. Therefore, so that no one gets confused, I would choose the "normal" sign (∝). It is normally distinguishable from infinity even in the small font of the toaster, and if you write it in a larger font, then there should be no problems at all.
