What is the best ERP or similar system to use in wholesale?

Tell me, please, is there a ready-made solution or something like a visual database designer, so that without special programming skills you can create a database, as for example in MS Access and create a frontend with forms and reports.

In particular, I will give an example of one of the tasks that I want to solve through this:
1. I create a table with a couple of products (fields - name and quantity in the balance).
2. We receive the goods from the supplier.
3. I display a data entry form on the tablet, in which anyone who knows how to use gadgets can select the desired section, specify the quantity and send new data to the database.
4. I look at requests during the working day and enter data into the main database.

It seems that there are a lot of different ERP systems and the like, but it is very difficult to understand which one is suitable from scratch.

Basic requirements:
* The ability to create custom data entry forms, for example in HTML-page format, so that you can get by with a tablet, because half of our employees do not know how to use a computer.
* The ability to generate reports on pre-configured requests (for example, an elementary html page with a button - find out the balance of such and such a product)
* * It is desirable that these reports can be generated in PDF for easy printing
* And a highly desirable item is the ability to integrate with 1C Trade management for data exchange.

As far as I know, this is all solved through php + mysql + API 1C, but maybe you can find something from a bunch of ready-made solutions?

From what you described, only programming is suitable.
There are no magic constructors
even in MS Access you can not do without programming
But you can try google spreadsheets and google forms

What you described is done by means of Drupal + Views. - 1 day of work But I did not work with integrations in 1C, although many people do it for it. Get in touch if it's still relevant.
