There are no best or worst options in IB. There are different evaluation criteria and different contexts.
The most convenient way is probably to use a login (SNILS it seems) and a password. But from a security point of view, this is not very good.
The greatest protection against possible attacks on your account will be the use of a smart card for authentication. I think it's called UEC.

What I like the most is the ability to enable two-factor authentication on the State Services portal - exactly what maaGames wrote about. It may not be the "best way" because the criteria is unclear, but it's really convenient, does a good job of protecting your account from being hacked, and is also cheap (almost everyone has a phone).
For the sake of the public services portal, I would not buy an electronic signature tool. It is a pity that the portal developers did not support one-time password generators like Google Authenticator (in addition to regular passwords) - if there was such an opportunity, then I would recommend this option.
