What is the best archiver to compress data?

Hello. There is a folder about 60GB. In the folder there are vidos, pictures, other folders with vidos pictures, photoshop projects and the premiere, text documents. In short, a bunch of different formats.
When compressed by the WinRaR archiver, the file size is approximately the same as the size of the folder (about 60GB).
Tell me, please, how can I compress such a folder so that it is significantly reduced in size? And is it really possible to do this?

Most of the files you listed (images, videos) are already compressed. No archiver can significantly reduce their size.

There is such a way, but it is not associated with the use of some super-archivers (the contents of your folder are already compressed nowhere further), but with the loss of some of the original information.
To do this, you can remove some of the information manually, sorting into the necessary and unnecessary. Pictures and photos can be converted - say, from 4k to FHD (if your display format is FHD, then you will not notice a visual difference, and the gain in file size will be 3...4 times), or even up to HD. Video - convert in the same way, there, in addition to resolution, you can also reduce fps (say, from 60 to 30, double the gain). Well, etc.
