What is the best API to use for locating by IP and GPS coordinates?

There is a weather app.
The implementation is such that when the Internet is on, the ip location is searched through the extreme-ip-lookup.com service . The names come only in Latin. Is there a way to process data about the area through some kind of database and get the name of the city in the language of the country in which it is located?
In the GeometricWeather application , the city name always comes in Russian, regardless of the locale.
And if you turn on GPS along with the Internet, then the coordinates are processed through the Google API, and if the city is not large or you are on the road, then the data may come rather inaccurate. (Like "Europe").

Maybe someone knows what are the alternative services to get the location by ip and gps?
