What is the analogue of IBooks for Windows?

Please advise an analogue of Ibooks for windows, you can pay. All books in PDF format
The following features are required:

1. Cloud storage of my books, in PDF
   
2. The ability to select pieces of text (notes) + display all notes on one page.
   

Desirable:

1. Lack of inhibition
   
2. Easy and clear interface

As far as I know, there are none, especially with built-in notes.
