What is the alternative to force scrolling the hero section?

There is an online store. Marketers (pm) ask to show the first screen (hero section) on all pages. It takes up 100% of the first screen.

The problem is that if the user navigated to the directory from the main page or another page, they are again shown the first screen that they need to scroll to the directory.

The PM insists that in such cases there should be an automatic scroll to the directory. I think this is the wrong decision. Forced scrolling will annoy the user.

How can we reach a compromise? What is the correct solution to this problem?

First, this is not a marketer. Secondly, the preference block should be placed at the bottom, before the footer. Tales about what benefits a person receives, not yet knowing for what services - a violation of the logical sequence, or rather, idiocy. As far as the idea itself is concerned, you deprive the person of control. This is probably one of the biggest violations in UX.
The solution is simple - send a marketer, move the block with preferences down, for example, after the catalog, and display information corresponding to the page in the initial screen.
However, the design is visually outdated and uncomfortable. Needs a complete redesign.
