What is TCP relay?

Good day to all!
I came across the term TCP Relay and I just can’t google intelligible articles on this topic.
Please tell a newbie in networks what it is.
I will also be grateful if you advise courses / articles or books on the topic of networks and sockets (I am already reading a tutorial from Beej).

TCP Relay is a proxy that relays traffic between two machines that are behind NAT and cannot connect to each other.

The word relay means (in this case) "relay", TCP is TCP :) What exactly do you not understand about relaying TCP packets?
