What is responsible for AE pre-rendering in PC?

Hello. I upgraded my old PC and somehow I didn't get the performance boost I was expecting. I expected to be able to immediately view the project in full resolution, but in fact, at the beginning I sit and wait for the animation to load at 10fps, and then watch it at 30fps. On the old PC, I looked at the pre-render at 5fps at the beginning, and then normally. That is, the increase is only 2 times.
At the beginning, I thought it was the memory and processor - I updated them. When the picture did not change much, I also updated the video card. The situation is the same. What is responsible for this pre-render? What piece of iron is in the computer? Isn't my system not enough for hd (not full, but just hd) motion design? I assumed that i7 is needed for editing video in 4k, but I don’t have such requests.

Old PC

amd athlon 3600+
2 гб озу ddr2
Nvdida gt630
New

intel i3 8100 (4 ядра который)
8 гб ddr4
nvidia 1060

In AE, almost only the processor is used.

The processor (or CPU) is one of the most important pieces of an After Effects workstation. While many other parts of the system impact performance to some degree, the CPU is the core piece of hardware that is a part of absolutely anything and everything you do in After Effects.
Accordingly, the processor is primarily responsible for performance, the disk second, and the memory third (because even the antediluvian DDR2 will read / write data faster than the HDD). And in the case of memory, it is not the speed that matters, but the volume.
It is also important to scatter the source materials and the cache on different disks. In some Premiere, export using NVENC on a 1080ti video card rests on the disk if you read from it and write to it (the source and target file are on the same disk). And this despite the fact that the cache was on another. If you have one slow HDD for everything, then you can at least put HEDT for $ 2000 - it will not get faster.
Professionals recommend 3 disks: 1 for the system and programs, the second for source materials (videos, images and everything else), the third for the cache. All 3 are SSDs, with the last 2 preferably NVMe.
The video card is used for a small part of the effects.
However, although After Effects can now utilize the GPU, we have found that even a mid-range video card will give the same performance as a high-end card. So while having a GPU can increase performance by up to 10X for some effects, spending more money on a faster GPU will likely not result in any performance gains.

Where is the SSD?
