What is mobile website development?

Good morning. I understand the question is stupid and not clear. Now there is a question about creating a mobile version of the site, but I can’t find a clear intel what it is and what it is eaten with. I only find 2 things.
1. Creating a mobile application
2. responsive (disappears immediately because a separate site template is needed, or the whole site)
And option 3 - I did it myself to create a minimal version of the template on the basis of the skeleton (I work with Drupal) and somehow redirect.
Roughly speaking, the mobile version of the current site , like m.habrahabr.ru
In general, in confusion, please tell me. thanks =)
