What is important now for the introduction of free software?

Letters to the president about what worries should be sent regularly.

Therefore, I updated our previous letter on free software support with the following theses:
1) distribution of open source software in state-owned companies spending multi-billion dollar budgets on SAP,
2) an institution for direct support of people - developers and implementers of open source software, bypassing strange organizations where everything settles.

My colleague's thoughts on this: Russia actually pays taxes on American software (Besides, free software mostly comes from America). The state should pay for open source projects and encourage other big moneybags to do the same. There must be our free software projects. First, as a development of American ideas, then you need to move on to your own. After all, say, the Firebird server can close the niche of small and medium-sized businesses. Refusal of paid software and the state saves so much money that it is ridiculous even to talk about costs.

About open formats would strengthen the accents. Not “expedient”, but “necessary”, at least for documents with which the population works (primarily downloading documents from authorities and state institutions from websites) and business (submitting documents in electronic form), because documents with a closed format force us to conclude license agreements with foreign firms, for example, to get acquainted with the text of the new law. Or break another law. I would mention GOST on odf, which is often ignored.
And a very important nuance is the procedure for concluding license agreements. It should be enough to start using the product. The existing article of the Civil Code (1286 p. 3) on accession agreements somewhat does not correlate with the “customs of business”, requiring that the agreement be set out on a copy or packaging - it’s hard for me to imagine a statement of the contract for electricity in a network cable or radio waves in general, it’s also difficult to imagine packaging .
