What are they doing?

"IKE (Internet Key Exchange) is a standard protocol of the IPsec protocol suite" ((C) Wikipedia)
L2TP is also included in this group, along with PPTP, PPPoE and others. And functionally, this is all = VPN, needed to prevent MiTM attacks.
