Please explain what kind of entry is highlighted in white in the screenshot:

I understand that the condition is checked, but where does it get these variables from and how to manage it?
Where to read about it?

As I understand it, on the screen you have a piece of the bitrix:sale.basket.basket template.
This entry is a Mustache.js template .
The template is rendered using js code. The data that is passed for rendering can be changed in mutator.php in the component template code
