What is google play's position on manga copyright?

I would like to post my application on this topic, which uses manga in Russian and English translation. However, I doubt how it is with copyright and whether such a program will be deleted in a week. There are now several applications on google play where you can view and even download popular manga in various translations. However, perhaps there are some nuances or tricks? All that I found on the internet is mention of an unspoken rule that if the author did not translate such a translation, then the content is not prohibited. How true is this?

Published by MangaReader in 2013. Very high demand and income, the application lasted a year. Then they threw a strike and removed the application from Google Play. At the same time, I posted a comic book reader - they threw a second strike in a week.
After reading the rules and forums, I decided to upgrade the application to MangaBrowser. The application presented a browser with a list of sites with manga - banned an hour after publication.
In total, on Google Play everything is very strict with copyright holders.

This is a clear copyright infringement.
Whether they noticed it and how quickly they notice it is another question.
