Is Gitbook just an online service ( gitbook.com ) or is it a documentation platform that can be used locally or hosted?
There is no clear information about gitbook anywhere. Where can I read, preferably in Russian.

Now it is an online service.
Previously, it was a utility that you can run yourself.
The utility still exists, but is no longer being developed:
https://github.com/GitbookIO/gitbook
The utility generates a static site that can be published by any web server.
