What is causing the PC not to start?

Yesterday I assembled a PC, connected all the wires according to the guides from YouTube, everything was connected except for the usb 3.0 wire, because I did not find it. When you press the button, nothing happens, the cooler does not spin and there are no sounds. When you connect the wire to the power supply at the back of the motherboard, something lights up in white and blue (I can’t understand what it is because I don’t see a light source)
