Mmm... I wanted to say the framework is better, but the interpretation is somehow frustrating right away...
If you have something standard and not a big budget, it's better to take Drupal + finish the ready-made solutions. Development from scratch (based on frameworks) is beneficial when you continue to support this business and expand it with functionality, then a little more time at the start pays off with cheap support (provided that the project was not written by an imbecile).
