What is better to use for training driver development for PCI-E video card?

I really want to make a driver for the video card. So that support for OpenGL and D3D and OpenCL can be done. Only now all manufacturers do not distribute their specifications. There are debug boards, but they are more expensive than the video cards themselves. And I want it to be affordable. Another option is to use a video card emulator in VirtualBox, but in fact the development will go in the direction of constant peeping, how everything works there. And I want to spec and do it myself. Tell me where is the best place to dig :)

It would be cool to write a module to support graphics hardware acceleration in a MacOSX guest running under VirtualBox.

The specs will be given after the signing of the NDA, this procedure is hardly feasible for a private developer.
