What is better to use for pattern recognition? Machine learning or neural networks?

Can someone explain the thread? Wikipedia has information that machine learning is a branch of the science of neural networks. That is, in fact, machine learning is the work with neural networks or not?

Neural networks are one of the machine learning technologies.
