What is better to do first - newsletters, push notifications or smartphone applications?

There is a site of questions and answers on certain topics. So I'm thinking of making a mailing list, push notifications, and I really want to make an application for android and ios. Where do you think to start?
Are mailing lists, push notifications, and apps interconnected?
Or immediately make an application?

I think they are definitely related. You send a notification to the client everywhere and look at what it reacts to. And then you leave the main messages where you reacted and use the rest for reminders if the client basically "fell asleep" stopped responding.
I would start with emails. Zero development, setup only.
