What is better to choose to amplify the voltage and further stabilize it?

There is a 5V sensor, you need to read the pulses from it using the PLC-110-30 and then decode them (the program is ready), the pulses occur every 0.1ms, but for the controller to perceive logical 0, you need a voltage from (0V to 5V) current (0 ..0.06mA), and logical 1 from (15V to 27V) (6..10mA) .
In general, the question arose in the selection of equipment to increase the voltage and stabilize it, what can anyone advise?
