What is the best (cross-browser and multi-platform, and taking into account what is in the yard in 2015) to use for the GUI (buttons, switches, twists and windows, and the like)?

depending on how cross-browser you are (it's 2015, let's say IE11+) and how fancy.
I personally use bootstrap in most projects and don't give a damn, but I like material design wildly and that's why I'm poking around with angular material.
