What is an open source solution for optimizing video for the web?

There is an open source solution for images https://imgproxy.net
But I can't find something similar for videos.

In general, you need a solution that will receive a video file, optimize it using resolution and format, and save it to S3 storage.
When distributing content, I would like some kind of simplification so that the video is distributed in parts, it itself determines the supported format and chooses the resolution.

Read about HLS and DASH, they distribute video in small fragments in a set of different resolutions / bitrates. There are open source solutions hls.js and dash.js that are used by almost all players. ffmpeg is usually used to prepare manifests.
