What is an inexpensive PLC (Powerline communication) controller?

Hello. There was a need to transmit data through electrical wiring (220v). The project is based on Arduino-like boards. I need to use the main controller to control the light and other household appliances. At the moment there is only one idea: to build in PLC->Ethernet adapters for ~1500 rubles. for a couple, an Ethernet shield attached to an arduino and using this to control the relay, but it seems to me that ~ 1600 for such a pleasure is too expensive ... The minimum speed is needed. How can this be done as cheaply as possible?

The minimum speed for driving light bulbs is the X10 protocol. There are a lot of circuits on the Internet, no special microcircuits are needed, only MK + analog piping.
If you need a little more speed/features, check out the following PLC transceivers: KR1446XK1, LM567, TDA5051, ST7538/ST7540.
