Actually, you need a web service rather than a fancy CRM that will allow you to:
- download an Excel list with headers displayed
- assign segments of this list to responsible users
- users can mark certain statuses during the dialing process (application submitted, think, call back) + note
- by it is possible to generate a download/report of the dialing results

A similar solution can be quickly implemented on Drupal. As @metamorph already said , out-of-the-box solutions are hard to customize.

Avaya PDS, which can load segments via .csv, is quite suitable for such purposes.
Under it lies an oracle base from which you can pull data for reporting.
