What is a programming tool?

My previous question, "What's the difference between a library and a framework", was answered with
"a framework is a set of libraries and tools, and a library is..." The
question arose: what is meant by "tools"?

Library - a collection of routines or objects used to develop software (SW). From the abbreviation lib, which is used in C/C++.
Freemvork - libraries + tools.
Tool, tools, tool - a script, a program for automating something for this library or framework. Maybe just a python script or an executable written by developers for specific needs. For example, a converter of pictures or other data, a copy of something, a collector, a launcher, and so on.
