What is a free\inexpensive engine for a hand-drawn quest?

We need an engine for a drawing quest, preferably free or inexpensive, I myself am an artist, but I understand programming a little, so it is desirable that it is not very complicated.

IMHO the best option is an inexpensive programmer :-) Engines are good, but you won't be able to provide the flexibility you want.

And for which platform: PC, Android, iOS? Can you give a link to an example of graphics in this quest?
