What is a corporate file hosting (exchanger)?

Situation: Users in an organization sometimes need to transfer some amount of data to third-party organizations. As a rule, this is some kind of documentation, graphics, video, etc.

The task is as follows:
1) An employee uploads a file to a corporate web server located in the DMZ, receives a link to the file or some kind of authorization code. Sends it to the counterparty.
2) An information security officer checks the content and approves the publication, after which the content becomes available to the counterparty.

It seems like point 1 allows you to implement ownCloud, but I'm not sure about point 2.

Maybe someone faced such a task, is there a ready-made solution, preferably under Linux?

Did you understand what you said??? If something is stored on a third-party service. then the prefix "corporate" can be safely removed. After all, Google can get in there. Microsoft, Facebook, NSA, FSB and others (depending on the service). They just need to find a reason for it. Similar things rise at itself in a network. And then your second point is easily implemented.

Ftp, sftp, web server, SharePoint, Azure - any of the listed technologies does what you need.

If you need a cloud, then you have to tinker. In principle, any cloud engine is suitable, but for a normal secure connection, it would be nice to install a VPN.
If the cloud is not needed, then SFTP will solve all problems (because it has been solving them for many years). Again, a VPN or at least good crypto protection is good for such purposes.

Use for this any service that you can buy for corporate use, such as dropbox or googleapps. and any ticket\helpdesk\manager. and only after approving the file, you send the file to the counterparty based on the latter. but why do you need to check the files by specialists if there is a non-disclosure agreement and other agreements? o_O"
