What is a barcode standard?

Faced the problem of defining the barcode standard.
There are two barcodes on the item. The one on the left was considered a scanner with no problems, and the one on the right could not be read. I tried various programs for the smartphone, but it did not help. I did not find it among the main standards either. I hope there are people on this site who can help determine what the standard is.
