What is 8-bit music being written in now?

Since childhood Spectrum love 8-bit music. Modern, of course, is no longer written in 8 bits, only some samples are used.

What is this music being written in now and where do the samples come from?

There are VST synthesizers that mimic 8-bit sound: triforce , basic64 and others .

Who told you that?
Write mostly in LSDJ on gameboy. And they still write on the Spectrum, and on the Amiga.
In the absence of the necessary hardware, it makes sense to pay attention to tracker music.
