What is 2D animation doing now? Is Flash still relevant?

Interested in programs for creating cartoons / banners and similar things.

No. For example, for Android it hasn't been available for a long time, I now need it for a "temporary hut", but it's impossible, in principle, I could "patch" the old plugin, but it's too troublesome.
Of course, they do it mainly in HTML & CSS & JS, from programs (as WYSIWYG) you can use Google Web Designer, Adobe Animate, I know the first one is recommended specifically for animated banners, but I don’t deal with banners and haven’t tried them.
