What if the layout lacks details?

Good afternoon.
When you hover, the picture should change from gray to "red". There are no problems with the circle below and the inscription, but what about the picture? Tried exporting from PNG to SVG. It turns out the code is in base64, as I understand it, and it cannot be controlled, i.e. the color cannot be changed. I tried to change the color in Photoshop, I converted it from HEX to RGB, but Photoshop produces a completely different color for these values. Turning the color selection sliders with your hands, such a thing, did not achieve accuracy.
Maybe I'm missing some very simple option?
No one will finish the layout, because it is taken from open spaces for training.

If you use PNG, then open in Photoshop, gray icon and "Overlay color" fill in the color you need. The resulting image can be filled with a sprite with a gray icon
