What if Netbeans tries to open UTF-8 file as CP1251?

The toaster refused to accept pictures, so below I will post screenshots on the Yandex disk. When trying to open a file in UTF-8 encoding ,
netbins warns that it is not safe https://yadi.sk/i/MEgOOz7a3Ea53L yO7CbETW3Ea55E Atome and Notepad++ display both languages normally. I tried resaving or converting with iconv, nothing changed Here is an example file https://yadi.sk/d/qJJ5WU523Ea5N3

@Nyakator

Found a solution to the problem, to fix this problem, you need to add a parameter to netbeans_default_options: -J-Dfile.encoding=UTF-8 in the /etc/netbeans.conf file.
