As I understand it, you need a stream server with some kind of Icecast.
According to your requests, it turns out something like this:
128kbit / s * 150 = 19200 kbit / s / 1024 = ~ 18 Mbit
Choose any vps / vds you like without traffic restrictions.
128-256 MB of memory.
If you plan to play music there, then, accordingly, there is a place for it.
