What hardware to choose for KODI so that there is hardware support for 4K 60fps and H.265?

I'm currently using a Raspberry Pi 3 with KODI OpenELEC installed.
I use for IPTV and for watching media content from NAS.
But the problem is that the Raspberry Pi 3 does not support H.265 and 4K video :( so I
'm looking for a replacement. It's
desirable to be powered by USB.
on the Raspberry Pi.

There is a Kodi build for any x86 (by the way, note that in fact OpenELEC has been abandoned and the developers have gone to LibreELEC). Linux, Windows - whatever you want.
He himself has raspberries and in fact this is more of an unreliable toy than a real player. Plus, except perhaps in HDMI-CEC, but in general for Kodi this is treated with an adapter.

Naturally, it will not be powered by USB, well, definitely not from 2.0.
