What hardware to choose for development?

Good day, the question is eternal as the world, but it is important for me, therefore, here is a description of the problem.
I work as a server developer in the Python language, recently I wanted to ennoble the workplace and completely update my "workhorse".
I use Ubuntu 14.10 as PyCharm IDE, I have a habit of opening five consoles, keeping Sublime Text always open and a bunch of tabs in chrome, sometimes I sin on "playing games" (a month of the year for sure)
Now there are two Lg Flatron l1940 monitors, but after working days, the eyes seem to be blurred (perhaps it’s not the case at all, but upgrade by 23-24 inches, the desire arose)
Nothing remarkable for the current hardware:
4 GB of RAM,
half a terabyte hard,
video GeForce FX 7600,
Processor Athlon 64 x2 4200+
Uninterruptible 600 watt
Upgrade budget about 1.5 $

Well, what do you advise. You don't need anything fancy.
My recommendations:
Throw out the video altogether.
Leave the uninterruptible.
SSD - 3
500r from 128gb further for the money. (Although if bubunta ... maybe 64 meet)
If you are satisfied with hard, leave it.
Prots take intel 22 nm - the coldest ones are the most.
i3 will suit you perfectly -4 000r

Do you need cheaper? Even better - they are even colder. You can try to make a passive on the processor. I remember that I could not achieve cooler heating lower on a 22 nm processor for 2200 rubles.

Thanks for the answers) You enlightened me on the hardware, there was an irresistible desire to take top-end hardware, with the prospect of a couple of years, but why?
I would like to go a little more about monitors, matte or gloss? Ideal refresh rate? Good matrix in comparison price / quality?
Zy I would also like the monitor to have the ability to rotate 90 degrees.
