I want to change the username on Windows, because during the installation I registered the Cyrillic alphabet and right now something is not working . Nothing will happen like the fact that programs will not work, etc.?

Creating a new user will not fix the profile path. Changing the profile path manually (including through the registry) will not lead to anything good. So just create a new user and transfer everything you need.
