What happened to the encoding?

After the long awaited deployment under Vagrant/php . I found that my encoding was off.

?? ??? ????????????, good! ?? ?? ??????????? ???? ???????!

I immediately sinned on Apache, but stumbled when I immediately did not understand where to look for this very config. On Denwer'e it was familiar, but here I did not find it. Does anyone know where it should be?
