What free tool to use to write a test plan?

The authorities set the task of finding the optimal and (preferably) free environment for writing test plans. Previously used MindMap (XMind) - long and not very convenient. Paid is not quite considered, because there are only 2 testers in the department.
Of the viewed - TestLink - does not seem very convenient. What else can you recommend?

If the goal is only to write a document, then you can’t find a better old-fashioned word processor, and there are plenty of free ones like LibreOffice.
I would recommend looking at Devprom ALM , there is a separate module for creating a test plan and filling out a test report. You can buy only two licenses for testers, in addition they give a free tax / bug tracker with support for kanban and scrum.
