What free or low cost alternatives does adobe lightroom have?

Lately I've taken a great interest in digital photography. After a few months, I began to photograph only in NEF (RAW) format. There was a need for post-processing of finished images. The ideal solution would be Adobe Lightroom, if not one but. The cost of a single license is more than 5 thousand rubles.
I tried to install software from Nikon, which comes with the camera, but it categorically lacks functionality. I also installed RawTherapee - it fully suits its capabilities, but shamelessly slows down at work (Intel Pentium 4 3GHz, 3GB DDR2, Windows XP SP3 x32), at home (Intel Celeron G530 2.4 GHz, 8GB DDR3, Windows 8.1 x64).
OS - Windows, Linux.

Picasa by Google is free. And from the inexpensive Lightroom + Photoshop CC right now, both products go for 299 rubles. Very efficient promotion and affordable price for everyone.
