What free framework can be used for a simple database web application?

I need to develop a simple web application where I could work with a database. View screens, data editing, export to Excel. Should be displayed in a convenient way on mobile devices. Please tell me a free framework for such purposes.
I know how convenient DevExpress would be, but I don't have that much money to buy it.

In Yii, you can use the basic grid generator (gii) or the advanced demos.krajee.com/grid
