What framework for authorization and differentiation of access rights is better to use?

What are the ready-made ways to implement authorization on the site?
If you do a more or less large project, then using a ready-made CMS in it will be redundant. Writing your own CMS from scratch will not be very safe. Only frameworks like Symphony and ... But even their functionality is redundant, because of the large number of different features that are not needed in my project, the meaning is lost in them.
Is there any php framework just for authorization and everything connected with it, without migrations, without routing, without tricky MVC, just authorization and separation of rights in various parts of the code.

If you need the simplest and easiest solution - Codeigniter. There will be a new version 4 soon.
The current 3.1.9 is stable.
